Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from different nations. Immense energy is devoted on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through current data. From vantage locations, military aircraft that had been dispatched to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, persist.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
